We've now been told that the Procurator Fiscal has started issuing summonses to people for non-payment of bridge tolls.
SKAT recommend people to refuse the summons when it arrives at the door, the post will then send you a letter telling you it's waiting, when you ignore this, eventually the police will arrive with the summons, which you must then accept (this will cause another few weeks delay :-) )
A couple of large rallies are being planned between now and the end of the year, but without telling the bridge company and the police this time.
